List catalog services using legacy provider names

GET/api/powers/v1/providers

Compatibility route for the catalog Service list. providerId retains its existing catalog meaning; this route does not list execution suppliers. Authenticate with an organization API key. Native permission names describe runtime capabilities; x-sinecloud-scopes lists the customer key scopes required by Cloud.
